On the Texas Constitution of 1876, PVAMU was founded by Article 7. After the American Civil War, it was formed near the end of the Reconstruction Era. State Representative William H. Holland and State Senator Matthew Gaines both earlier slaves who became leading political figures crafted legislation for the formation of a state-supported Agricultural and Mechanical College.

To obey these constitutional provisions, the Fifteenth Texas Legislature constant with terms of the federal Morrill Land-Grant Colleges Act which provided the public lands for the foundation of the colleges approved the Alta Vista Agriculture and Mechanical College for the Benefit of Colored Youth as part of the Agriculture and Mechanical College of Texas.

The charter stated that Separate schools shall be provided for the white and colored children in this article. The legislation formed Prairie A&M as the first state-supported institution of higher learning for African Americans in Texas. The name of the institution was changed to Prairie View University in 1945.

Its name was again changed to Prairie View A&M College of Texas by the Texas Legislature. Finally, the name of the institution was renamed Prairie View Agricultural & Mechanical University in 1973.
